Employee Demoted For Comment about a Sex Toy Purchase

An employee of the Prosecutor’s Office in Cumberland County was reprimanded and demoted after making a comment to another employee about the purchase of a sex toy. Francine Hovermann bought the adult toys with county Prosecutor Jennifer Webb-McCrae. They had gone to dinner to celebrate Hovermann’s birthday before the visit to her son’s Philadelphia store.

Hovermann filed a lawsuit over her 2013 demotion to legal secretary from office administrator. She had been demoted over her comments about the visit to the adult store and her actions during an internal investigation by the Prosecutor’s Office.

The Board of Chosen Freeholders will vote on a settlement, she is seeking $63,806.38. They were supposed to vote Tuesday but Hovermann and her attorney were still finalizing the details so they hope to be able to vote this coming Tuesday.

Court documents by Hovermann allege that she was reprimanded for telling another employee that Webb-McRae had bought the sex toys. She was then demoted for reviewing confidential documents about the internal investigation and not telling anyone she had seen the documents. She was a “hindrance to the investigation” and displayed a “lack of candor”, furthering the reasons that she was demoted.

She has previously attempted to have her reprimand voided but was unsuccessful.
