Holland & Hart Beefs Up Environment Law Practice with New Hires

Summary: Holland & Hart makes two significant additions to its Environment, Energy and Natural Resources practice group in Colorado. Garry Kaufman and Jill Van Noord join Holland & Hart as Of Counsels. Kaufman has worked in several high-profile positions in the Colorado state government’s air pollution control related departments and bodies, while Van Noord has deep rulemaking and compliance experience in environmental matters.

Holland & Hart announced this week that Garry Kaufman and Jill Van Noord were joining the firm’s Environment, Energy and Natural Resources practice group as Of Counsels.

Kaufman’s practice focuses on Clean Air matters, advising clients in a wide variety of industries regarding air quality policy, rule development, permitting requirements, administrative enforcement actions and appeals, and litigation at both the state and federal levels.

Prior to joining Holland & Hart, Kaufman served over 11 years with the Colorado Department of Public Health and Environment’s Air Pollution Control Division as Deputy Division Director, Program Director of the Mobiles Sources Program (emissions from motor vehicles), Legal Administrator, and Advisor to the Air Quality Control Commission.

During his 14 years in litigation, Kaufman’s work included clean air enforcement cases as Assistant Attorney General in the Natural Resources Section of the Colorado Attorney General’s Office, and almost 10 years in private practice handling complex commercial and professional malpractice defense cases.

Van Noord represents clients in environmental litigation and regulatory compliance matters. She has experience representing clients in state and federal court litigation involving claims under key federal and state environmental programs, including CERCLA, NEPA, and the Clean Air Act. She advises clients in mining and oil and gas industries on issues routinely affecting their business including contaminated property remediation, compliance audits, reporting, and enforcement actions.

Van Noord’s rulemaking experience includes representing stakeholders in the development of Colorado’s Regional Haze State Implementation Plan and preparing testimony and written comments at public hearings considering proposed emission standards.
