The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids (CTFK), provides strategic advocacy assistance on global public health issues to drive policy change campaigns around the globe to improve health. As part of the Obesity Prevention Program (OPP), GHAI works with partners to improve the nutrition policy environment, in countries including Barbados, Brazil, Colombia, Jamaica, Mexico and South Africa. The OPP focuses on the passage and implementation of four key policies:

  • Banning advertising of junk food and sugary beverages to children;
  • Implementing taxes on sugar-sweetened beverages;
  • Regulating the supply of unhealthy foods and beverages in public sector institutions, particularly schools; and
  • Improving front of package labelling on packaged or processed foods and beverages.

POSITION OVERVIEW

GHAI seeks a Legal & Litigation Advisor to provide additional support to Obesity Prevention Program activities in Colombia and in Mexico; those two country programs have been underway for several years now and continue to grow in scope and depth. The Legal Advisor will work closely with the GHAI headquarters team and with local partners, who are carrying out advocacy campaigns focused on the above mentioned nutrition policies. The Legal Advisor will report to a Senior Legal Advisor at GHAI headquarters in Washington, DC, (if that position is vacant, reporting would be to the Vice President, Global Health Advocacy Incubator).

The Legal Advisor will contribute to OPP advocacy work on health and nutrition policy issues in Colombia and Mexico. Primary responsibilities will be to coordinate and support legal analyses and work undertaken by local partners on the ground in the two countries, including analysis of legislation, regulations, and litigation at the national, regional and international levels, as well as conducting research relevant to non-communicable disease policies (for example, related to fiscal policy or product labeling standards). The scope of legal work may also include issues related to regulatory practices, consumer protection, corporate accountability, and transparency in government.

This position is based in Washington, DC and is open to U.S. citizens and other applicants who already possess U.S. work authorization.

RESPONSIBILITIES

The Legal Advisor will work closely with the OPP team to develop and implement strategies to support the advocacy efforts of the Advocacy Incubator and its partners in Colombia and Mexico.

Key areas of focus for the position include:

  • Develop and track legal elements and legal activities as an integrated part of an overall advocacy strategy for policy change at the country level; provide project coordination support for legal work in the two countries.
  • Provide legal analyses of legislation, regulations, and other initiatives at the national and/or subnational level.
  • Support and coordinate efforts undertaken by country-level legal teams, including gathering of evidence and background research
  • Provide support for in-country litigation involving public health and public interest issues.
  • Assist to develop and coordinate capacity building activities for lawyers, including workshops and webinars
  • Develop resource materials and tools relevant to advancing policy.

QUALIFICATIONS

  • Juris Doctor Degree (or the equivalent first-level legal degree awarded by a law school accredited by the national authority responsible for accreditation).
  • Three-seven years of relevant legal, legislative and international experience working on public health or broader business issues relevant to the Obesity Prevention Program.
  • Knowledge of and experience in using legal analysis to advance policy change objectives.
  • Excellent analytical skills and legal writing and research ability.
  • Experience in corporate environments and familiarity with business practices.
  • Demonstrated excellence in communication and in working with people from diverse cultures and countries; prior work experience in Colombia or Mexico would be a plus.
  • Experience working with NGOs and public interest groups on public policy initiatives.
  • Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple projects and deadlines.
  • Ability to take initiative and work independently with only minimal supervision.
  • Ability to travel internationally up to 25%.
  • Fluency in English in Spanish is required, both written and oral.
