<p>On Tuesday, a federal judge said that living in a public park to protest is not protected by the First Amendment. The response was the rejection of an Occupy DC demonstrator who requested that park police not enforce a ban on camping in the park.</p>
<p>&nbsp;</p>
<p>A temporary restraining order was sought by Dane Charles Primarano that would prohibit the National Park Service and its police department from removing protestors who are found sleeping or holding camping gear in Freedom Square and Washington’s McPherson Park.</p>
<p>&nbsp;</p>
<p>Primarano represented himself in court and argued that camping at the park is a constitutionally protected form of free speech. The judge, James Boasberg, disagreed with Primarano by saying that the matter was part of public policy and not part of constitutional law.</p>
<p>&nbsp;</p>
<p>The United States Park Police set forth a ban on camping in the park on Tuesday, the first full day for the ban. Protestors were told on Monday by officials that their camping gear had to be removed. The gear that had to be removed included sleeping bags and any housekeeping items but the protestors could keep their tents so long as one flap remained open around the clock.</p>
<p>&nbsp;</p>
<p>On Tuesday, protestors said that they were told by police that they had a few hours to remove a blue tarp that they draped over a statue of Civil War General James B. McPherson, the namesake of the park. The tarp was called the tent of dreams by protestors.</p>
<p>&nbsp;</p>
<p>&#8220;I had more fun in the park last night than the whole time I&#8217;ve been here,&#8221; said demonstrator Amanda Rickard. &#8220;We were out here playing guitar, singing, playing drums, Scrabble, card games, you know, just stuff to keep us busy so we can stay here and stay awake.&#8221;</p>
<p>&nbsp;</p>
<p>Another protestor said that the mandate against sleeping in the park and camping gear could take a toll on the protestors in the park.</p>
<p>&nbsp;</p>
<p>&#8220;To be honest, I don&#8217;t know how long we can keep this up,&#8221; Kevin Wiley said.</p>
<p>&nbsp;</p>
<p>One of the signs from a protestor, which was written with white paint on a blue tarp, said: &#8220;Evicted from home by the banks. Evicted from the tent by the police. 99% has no safe place to rest.&#8221;</p>
<p>&nbsp;</p>
<p>Wiley said that the protestors were trying to follow the rules as much as possible in an effort to &#8220;show we are law-abiding citizens.&#8221;</p>
<p>&nbsp;</p>
<p>&#8220;We&#8217;re not out here just trying to have a good time, we are out here for a political message,&#8221; he said.</p>
<p>&nbsp;</p>
<p>The occupy protests began last year in New York for one main theme; anger from against the out of touch corporate, financial and political elite in the country. In Oakland, California, 400 protestors were arrested as a result of a violent clash between the protestors and police officers.</p>
<p>&nbsp;</p>
<p>In Charlotte, North Carolina, police officers took down multiple tents at an Occupy camp.</p>
<p>&nbsp;</p>
<p>&#8220;We&#8217;re doing the right thing, peacefully and quietly,&#8221; protester Malachi Vinson said. &#8220;We&#8217;re expressing ourselves in a better way than anyone else would.&#8221;</p>

<p>Gibson, Dunn &amp; Crutcher LLP has announced that Stephen Payne has joined its Washington, D.C. office as a partner. </p>
<p>Payne will help lead Gibson Dunn’s FDA and Health Care compliance and enforcement practice, focusing on pharmaceutical and medical device clients. With Payne’s arrival, the FDA portion of the practice is new to the firm. Payne’s own practice will focus on the representation of pharmaceutical and medical device clients. Payne joins from Sidley Austin, where he was also a partner.</p>
<p>Daniel Nelson, Co-Partner in Charge of the Washington, D.C. office, was quoted as saying in a press release at the firm’s website: “We are delighted to welcome Steve to the firm. His addition will bring a new dimension to the firm’s enforcement practice and will enhance our ability to serve our clients in the pharmaceutical, medical device and health care sectors.”</p>
<p>Andrew Tulumello, Co-Partner in Charge of the Washington, D.C. office was quoted as saying: “Steve is a dynamic and talented lawyer. He has an extensive track record of efficiently obtaining government declinations for clients, and his experience dealing with the FDA and state and federal health care regulators and enforcers on complex regulatory issues will be a great asset to our life sciences practice.”</p>
<p>Payne was quoted as saying: “I am excited to join the firm. Gibson Dunn’s preeminent litigation platform is the ideal foundation on which to build an enforcement-focused practice in the FDA and health care space.”</p>
<p>Payne concentrates his practice on FDA and health care compliance, enforcement, and litigation for pharmaceutical and medical device clients. He has extensive FDA and health care regulatory and compliance counseling experience in the areas of good manufacturing practice regulations, product recalls, product promotion, and fraud and abuse. He has handled criminal and civil investigations conducted by the FDA Office of Criminal Investigations and the Department of Health and Human Services Office of Inspector General, civil False Claims Act qui tam suits, investigations and litigation conducted by state Attorneys General, and other inquiries and litigation relating to health care fraud and abuse and the enforcement of FDA regulations. In addition, Payne has also led internal investigations and compliance audits concerning good manufacturing practice regulations and pharmaceutical promotional practices, including potential off-label promotion and anti-kickback issues.</p>
<p>Payne practiced with Sidley Austin since 2000. Before working in private practice, he served as Senior Trial Counsel for the U.S. Army Judge Advocate General’s Corps at Fort Benning, Georgia and as a Special Assistant U.S. Attorney in the Middle District of Georgia. In 1996, he graduated from Yale Law School. There, he was a John M. Olin Fellow in Law and Economics and a prize finalist in the mock trial competition.</p>

<p>Van Ness Feldman and GordonDerr LLP announced in recent days that the two law firms will merge, and will use the name Van Ness Feldman, A Professional Corporation. The merger is expected to be effective by the end of the first quarter of 2012. In transition, Van Ness Feldman&#8217;s Seattle office will operate under the name Van Ness Feldman GordonDerr.</p>
<p>The merger will enable the combined firm to assist a wide, national range of clients in the areas of developing natural resource, energy, infrastructure, and sustainable real estate projects.</p>
<p>Van Ness Feldman is a nationally and regionally recognized energy, environment, transportation and natural resources law and public policy firm with offices in Seattle and Washington, DC. The firm also maintains a highly regarded health care policy practice. GordonDerr is a preeminent real estate, land use, water law, and civil litigation firm located in Seattle. The combined firm will have 116 professionals and 175 total employees firmwide, with 27 professionals and 40 total employees in Seattle.</p>

<p>In recent days, Morgan Lewis announced the addition of Margaret M. Gatti as a partner in its Antitrust Practice. She will work out of the Washington and Philadelphia offices.</p>
<p>Gatti is an international banker turned international trade practitioner and current chairperson of the Mid-Atlantic District Export Council. She possesses over twenty years of experience advising U.S. and non-U.S. clients in the full range of international trade, national security, and U.S. government contract matters.</p>
<p>Scott A. Stempel, leader of the Antitrust practice at Morgan Lewis was quoted as saying in a press release at the firm’s website: “For two decades, clients have relied on Margaret to help them address complex international trade issues both proactively-through compliance counseling and training-and in instances requiring disclosures, corrective actions, settlement negotiations, and debarment proceedings. Her business acumen, paired with her experience on exports and customs, government contracts, as well as national security issues will be a winning combination for our clients.”</p>
<p>Gatti focuses her practice on export control and customs law, embargoed country regulations, international tax and trade law, and Foreign Corrupt Practices Act (FCPA) matters. Her international trade practice includes export control regulations, embargoed country regulations, customs law, free trade agreements, anticorruption laws, INCOTERMS, and international commercial transactions. She serves as co-counsel for the National Council on International Trade Development.</p>
<p>Gatti also represents manufacturers, exporters, importers, and brokers involved in the defense industry before the Directorate of Defense Trade Controls (DDTC); the U. S. Bureau of Industry and Security (BIS); the Office of Foreign Assets Control (OFAC); and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE). She frequently assesses export control jurisdiction for exported products, determines the appropriate U.S. Munitions List Categories and Export Control Classification Numbers, and drafts Commodity Jurisdiction Requests to the DDTC and Classification Requests to the BIS.</p>
<p>In addition to her work in the international arena, Gatti maintains a corporate practice focusing on mergers and acquisitions, joint ventures, corporate restructuring, and corporate governance matters.</p>

<p>In recent days, Venable LLP announced it has added three partners and two associates to its Energy Practice Group. </p>
<p>David DeSalle, Daniel Malabonga and Brian Zimmet join the firm’s Washington office as partners. In addition, Michael Splete and Jason Wool join as associates. Mr. DeSalle, Mr. Malabonga and Mr. Splete join from Duane Morris and Mr. Zimmet and Mr. Wool join from Hunton &amp; Williams.</p>
<p>Brock Landry, co-Chair of the firm’s Government Division was quoted as saying in a press release at the firm’s website: “Our regulatory practices are at the heart of Venable’s expansion. Energy issues occupy such a critical role in our economy today, and that makes the addition of these three partners both timely and fortuitous. We welcome them to Venable.”</p>
<p>Mr. DeSalle advises clients on a variety of transactional and regulatory issues and represents them before state and federal courts and regulatory agencies. In addition, he assists clients with complex commercial transactions, regulatory compliance, informal and formal investigations, and other relevant matters. He has significant experience with transmission planning and generation interconnection issues, especially with regard to the development of renewable energy resources in less robust areas of the electric grid. He also represents a number of business interests in the emerging regulatory and litigation matters involving unconventional shale formations, especially the Marcellus Shale. He earned his JD from the University of Pittsburgh School of Law and is a member of the District of Columbia and Pennsylvania bars.</p>
<p>Mr. Zimmet focuses his practice on nearly all aspects of federal regulation and restructuring of the electric utility industry, with a particular emphasis on electric reliability matters. He received his JD from the University of Virginia Law School and is admitted to both the District of Columbia and Maryland bars.</p>
<p>Mr. Malabonga concentrates his practice on electricity and ancillary service markets, and includes matters under the jurisdiction of the Federal Energy Regulatory Commission and state regulatory agencies. He is admitted to practice in the District of Columbia, New York and the Philippines. He earned his law degree from the University of the Philippines College of Law.</p>
<p>Michael Splete joins Venable as an associate from Duane Morris. He focuses his practice on energy law and matters related to generator interconnection, energy markets and regulation.  Prior to private practice, he served as law clerk to administrative law Judges Herbert Grossman and Karen Johnson of the Federal Energy Regulatory Commission. He was also law clerk to the Honorable James E. Baker of the US Court of Appeals for the Armed Forces. Splete earned his JD from George Washington University Law School and his BA from Cornell.  He is also certified as an Accredited Professional under the LEED (Leadership in Energy and Environmental Design) Green Building Rating System. </p>
<p>Jason Wool is an associate who joins from Hunton &amp; Williams, where he worked closely with Mr. Zimmet.  Wool focuses on energy and utility regulation, including reliability, renewable energy issues, nuclear energy issues and licensing of generation and transmission facilities.  Jason graduated from William &amp; Mary Law School and earned his BA from Haverford College.</p>

<p>International law firm McDermott Will &amp; Emery announced leading natural gas regulatory partner Karol Lyn Newman has joined the firm as a partner in its Energy Advisory Practice Group, based in the Firm’s Washington, D.C. office. </p>
<p>She joins McDermott from Morgan Lewis &amp; Bockius LLP, where she was also a partner.</p>
<p>Newman is a highly ranked attorney who has specialized experience offering regulatory advice to the natural gas sector. She is the fourth lateral partner to join McDermott’s global Energy Advisory Practice Group in the last four months. Her appointment complements the recent addition of Dan Watkiss, another well-known and widely-respected  partner in McDermott’s Washington office with expertise on energy regulatory and compliance matters. </p>
<p>Blake H. Winburne, partner and global head of McDermott’s Energy Advisory Practice Group was quoted as saying in a press release at the firm’s website: “We are very pleased that a lawyer of Karol Lyn’s caliber is joining the practice. Her addition, together with other recent lateral partners brought into our Energy Advisory Practice Group, evidence the strong commitment of McDermott to remain one of the small group of go-to law firms advising the global energy sector. We will continue to invest in and grow this important practice area.”</p>
<p>Newman has advised clients on regulatory issues affecting coal gasification, liquefied natural gas (LNG), natural gas storage, and natural gas transportation projects. In addition, she has provided regulatory advice and counsel on oil pipeline rate and tariff issues and has represented clients in proceedings before the Federal Energy Regulatory Commission (FERC).  She has also assisted clients on energy-related matters before the Department of the Interior, the Department of Energy, the Environmental Protection Agency, and the U.S. Congress.</p>
<p>Winburne was also quoted as saying: “McDermott’s energy practice has seen tremendous activity in the natural gas sector in recent years, with increased U.S. production giving rise to M&amp;A, financing and project development work. Karol Lyn’s extensive experience in the sector will help us to continue to offer our energy clients a comprehensive range of transactional and regulatory advice.” </p>

<p>In recent days, Manatt, Phelps &amp; Phillips, LLP announced that nationally recognized advertising attorney Edward F. Glynn, Jr. joined the firm’s Washington, D.C. office as a partner in its Advertising, Marketing &amp; Media Division. </p>
<p>Glynn joins from Venable LLP, where he was also a partner.</p>
<p>Glynn is widely recognized for his significant track record in successfully representing leading marketers in investigations before the Federal Trade Commission (FTC) and in challenges to advertising at the National Advertising Division of the Council of Better Business Bureaus. He advises regional, national and international clients in connection with the review of advertising and marketing practices for compliance with federal and state regulatory requirements and industry governing guidelines. He also focuses his practice on mergers, acquisitions and joint ventures reviewed by the FTC and the Antitrust Division of the Department of Justice.</p>
<p>Linda A. Goldstein, chair of Manatt’s Advertising, Marketing &amp; Media Division was quoted as saying in a press release at the firm’s website: “Ed’s expansive regulatory and compliance experience – on both sides of the equation – greatly enhances our comprehensive advertising capabilities. <p>Before joining Venable, Glynn served for ten years as the head of the International Antitrust Section of the FTC’s Bureau of Competition. In this role, he was responsible for regulatory oversight of transnational mergers and transnational acquisitions. In addition, he represented the United States on the Committee of Competition Law and Policy of the Organization for Economic Co-operation and Development, and was chair of the committee’s working group on competition policy and intellectual property.</p>

<p>Former Chief Counsel of the Food and Drug Administration Ralph S. Tyler and former insurance Commissioner of the State of Maryland, has joined Venable. He will work out of both the Baltimore and Washington, DC offices.</p>
<p>Tyler’s career spans over thirty five years in the practice of law. He will join the firm’s Litigation and Regulatory Divisions. He was quoted as saying in a press release at the firm’s website: “I look forward to the opportunity of practicing law with the lawyers at Venable, many of whom I have known and admired for years.”</p>
<p>Before holding the position of Maryland’s Insurance Commissioner, Tyler served as Chief Legal Counsel to Maryland Governor Martin O’Malley and as Baltimore City Solicitor. He also served as a partner in the international law firm Hogan &amp; Hartson LLP; the firm is now known as Hogan Lovells. Prior to that, he served in the Maryland Attorney General’s office holding the titles of Deputy Attorney General, Chief of Litigation and Assistant Attorney General.</p>
<p>Mr. Tyler holds a B.A. from the University of Illinois, a juris doctorate from Case Western Reserve University, and a LL.M. from Harvard University.</p>

<p>According to information at fda.gov, litigators at the Office of the Chief Counsel (OCC), which is the Food and Drug Division of the HHS Office of the General Counsel, handle both civil and criminal enforcement cases, and defend challenges to provisions of the Federal Food, Drug, and Cosmetic Act (FDCA), the implementing regulations, and FDA policies, initiatives, and decisions.</p>
<p>The litigators work closely with agency compliance personnel to ensure an adequate evidentiary foundation for enforcement matters, prepare referrals to the Department of Justice, draft memoranda setting out the agency&#8217;s interpretation of the law, develop case strategy, conduct negotiations, prepare and respond to discovery, and are key participants in hearings, trials, and appellate proceedings. The litigators act as the liaison to the Department of Justice during active litigation, and in many criminal prosecutions have been asked to work as Special Assistant United States Attorneys, assuming primary responsibility for prosecuting violations of the FDCA or related statutes. The litigators frequently work closely with senior officials at the Department of Justice and play an active role in all of FDA&#8217;s cases, including matters before the United States District Courts, the Courts of Appeal, and the United States Supreme Court.</p>

<p>In recent days, the law firm of SNR Denton announced that it has added four attorneys to its Indian Law and Tribal Representation and Public Policy and Regulations practices in the Washington, DC, office.</p>
<p>Heather Sibbison joined the firm as a partner, Suzanne (Susi) Schaeffer and George Skibine joined as counsel, and Joshua Clause joined as an associate.</p>
<p>Alan R. Fedman, head of SNR Denton’s Indian Law and Tribal Representation practice was quoted as saying in a press release at the firm’s website: “These lawyers are some of the most highly regarded professionals working in the tribal area. Their arrival underscores SNR Denton’s commitment to building its tribal practice with outstanding lawyers who are recognized advocates for tribal interests.”</p>
<p>Sibbison focuses her practice in matters related to fee-to-trust land acquisitions, Indian lands determinations, compliance with the Indian Gaming Regulatory Act and federal recognition issues. Before entering private practice in 2001, Sibbison served for six years in the Office of the Secretary at the Department of the Interior and at the Department of Justice as counsel to the Assistant Attorney General for Environment and Natural Resources. There, her responsibilities included management of settlement negotiations involving Indian land claims, treaty fishing rights, Indian gaming and Indian water rights.</p>
<p>Schaeffer focuses her practice on Indian lands and environmental compliance matters and draws on her years of experience in both the federal government and private sector working to resolve issues pertaining to tribally owned natural resources and the federal environmental regulatory system. She has significant experience in land claims, leasing and rights-of-way matters and Section 81 approval requirements, as well as with the acquisition of land in trust for gaming and non-gaming purposes. Before she entered private practice, she served for over four years as the Assistant Solicitor for Environment, Land &amp; Minerals at the Department of the Interior (DOI).</p>
<p>Skibine is an enrolled member of the Osage Nation of Oklahoma. He concentrates his practice on gaming and tribal land acquisitions including compliance with a broad range of National Indian Gaming Commission (NIGC) and DOI regulations. He is the former Deputy Assistant Secretary for Management (Indian Affairs) at the Department of the Interior, and also served as the Acting Chairman of the National Indian Gaming Commission, Director of the Office of Indian Gaming, Deputy Associate Solicitor for Indian Affairs, Deputy Assistant Secretary for Policy and Economic Development and Acting Assistant Secretary for Indian Affairs.</p>
<p>Clause is a citizen of the Mohawk Nation and is enrolled at Six Nations of the Grand River Territory. He assists tribal governments with navigating the fee-to-trust process with an emphasis on Carcieri-related issues; as well, he advises tribal clients on gaming matters including Indian Gaming Regulatory Act compliance, tribal-state gaming compact compliance, drafting tribal gaming ordinance provisions and preparing Indian lands opinion requests. Clause also defends and pursues tribal clients’ rights in federal and state court proceedings.</p>
<p>Over the last ten months, with the addition of Sibbison, Schaeffer, Skibine and Clause, SNR Denton&#8217;s Indian Law and Tribal Representation team has added 10 lawyers and professionals.</p>

<p>Winston &amp; Strawn LLP announced yesterday that Michael Madden has joined the firm as head of its commercial litigation practice in London.</p>
<p>The addition of Madden follows a succession of high profile appointments for Winston, both in London and globally. As part of its continuing strategy for expanding globally, prominent IP litigators, Richard Price and Gareth Morgan, joined the firm’s London office. In addition, other major hires include former managing partner/CEO of Howrey LLP, Robert Ruyak, and former head of the President&#8217;s national Financial Fraud Enforcement Task Force, Robb Adkins, to the firm’s Washington, D.C. and West Coast offices. </p>
<p>Madden is the former managing partner of Ashurst&#8217;s dispute resolution department. Not only does he have a strong track record in commercial litigation and arbitration, administrative law and judicial review, he has significant experience as the lead partner in disputes involving corporate acquisitions, divestitures and joint ventures in various industries. He has also advised on disputes relating to international and domestic contracts, finance transactions, tax, defamation, professional negligence, insolvency issues and real estate.</p>
<p>Among Madden’s range of significant cases is a favorable decision before the House of Lords concerning directors&#8217; duties which is a leading case on the use of &#8220;poison pill&#8221; and other takeover disputes. He has successfully handled many other major cases in the Court of Appeal and the High Court, including leading cases on injunctions, the exercise of public authority powers and on casino licensing. </p>
<p>Madden’s corporate clients represent a variety of sectors, including banks, private equity, financial services, retail, gaming and leisure, real estate and technology. He is consistently recommended for his strong client focus. He has been described, per the press release, in the leading directories as “someone you would always want on your side” and a “tough” litigator.</p>
<p>While serving as managing partner of the Ashurst dispute team, Madden oversaw the development of litigation and arbitration teams to service global clients, including the establishment of such practices in Europe, Singapore and Hong Kong, and with clients and lawyers in Beijing and other centres in China.</p>

<p>In recent days, the law firm of Perkins Coie announced five new attorneys have joined its national Insurance Coverage practice in the Washington, D.C. office.</p>
<p>Leon Kellner and Vivek Chopra join as partners from the firm of Dickstein Shapiro, and Christina Buschmann, Aaron Coombs and Laura Dellatorre join as associates.</p>
<p>The addition of the attorneys follows the addition of partners Selena Linde and Michael Sharkey, also formerly of Dickstein Shapiro, to the Washington, D. C. Office, about two months ago.</p>
<p>Tim Burns, Firmwide Insurance Coverage Litigation practice Chair was quoted as saying in a press release at the firm’s website: “We are very pleased to have this new group on board with us, Leon and Vivek are exceptional policyholder attorneys and add to our growing bench of first-chair litigators. We are continually working to expand the group with premier talent and the combined trial skills and litigation experience of this group will help us continue to provide exceptional service to our clients in all aspects of insurance coverage litigation.”</p>
<p>The focus of the group’s practice will be on the representation of corporate policyholders in insurance recovery efforts in state and federal courts; in addition they will advise clients on a number of other matters, including environmental liability, first-party losses, directors and officers insurance, asbestos coverage, errors and omissions policies, employee dishonesty and bad faith.</p>
<p>Leon Kellner was quoted as saying: “Perkins Coie&#8217;s policyholder practice has emerged on the national scene in the last two years as an industry leader on the policyholder side. <p>Kellner has nearly 25 years of experience representing policyholders, having been involved in all aspects of insurance coverage litigation. He has successfully recovered hundreds of millions of dollars for his clients, and ranked as a leading policyholder attorney by Chambers USA from 2005 to 2011, both nationally and in Washington, D.C.</p>
<p>Chopra provides representation for policyholders in state and federal courts. He has as well, recovered hundreds of millions of dollars for his corporate policyholder clients. He has represented major pharmaceutical, hospitality and telecommunications companies in a broad variety of insurance coverage disputes. As well, he has represented Fortune 100 companies in multi-month trials.</p>
<p>Buschmann received her J.D. from The College of William &amp; Mary; Coombs received his J.D. from University of Virginia School of Law; there he served as the executive editor for the Virginia Journal of Social Policy and Law. Dellatorre earned her J.D. from Harvard Law School.</p>

<p>At the FCC, Mr. Pai served as Deputy General Counsel, Associate General Counsel, and Special Advisor to the General Counsel.  He will join the firm’s nationally recognized Communications Practice.</p>
<p>Susan C. Levy, Managing Partner of Jenner &amp; Block, was quoted as saying in a press release at the firm’s website: “We are very excited to have Ajit join the Firm. His extensive knowledge of the FCC, his in-depth experience at the Department of Justice and in the Senate, and his in-house work at a prominent telecommunications company will augment our top-tier Communications Practice.”</p>
<p>In 2007, Mr. Pai joined the FCC Office of the General Counsel. As Deputy General Counsel, he supervised over 40 lawyers in the Administrative Law Division, and handled a broad range of regulatory and transactional matters involving the cable, Internet, wireless, media, and satellite industries, among others.</p>
<p>During his time with the Commission, he also advised FCC Chairmen of both political parties and each of the current, and several former, Commissioners. He worked on nearly every major matter that arose in the agency, including Internet network management, wireless spectrum auctions, the Sirius-XM merger, and media ownership questions. </p>
<p>He also worked with every agency bureau and office on a wide variety of rulemakings, adjudications, and administrative matters and had significant legal and policy input on virtually every major decision the agency considered. Additionally, he was responsible for non-communications legal matters, including privacy, intellectual property and environmental law.</p>
<p>Over the course of Mr. Pai’s distinguished career, he has held a number of public-sector jobs involving telecommunications, administrative, and constitutional law. These include serving as an Honors Program trial attorney with the Telecommunications Task Force of the United States Department of Justice’s Antitrust Division, as Deputy Chief Counsel to the U.S. Senate Judiciary Committee’s Subcommittee on Administrative Oversight and the Courts; Senior Counsel in the Department of Justice’s Office of Legal Policy; and Chief Counsel to the Senate Judiciary Committee’s Subcommittee on the Constitution, Civil Rights and Property Rights.</p>

The Blog of Legal Times, an affiliate of sibling publication The National Law Journal, revealed that Michael Cowie, an antitrust partner, will be leaving the firm and will join the growing number of lawyers who retreated and abandoned the firm. The recent defection of the firm’s partners has been attributed to poor performance of the firm this year, which has seen declining productivity, dissatisfaction over the firm&#8217;s handling of conflicts and various management issues of client billing arrangements. As of today, the firm has lost at least 67 partners since last winter.</p>
<p>Cowie was an antitrust partner of the firm. He served as a team leader for an antitrust counsel helping Medco Health Solutions on its $730 million acquisition of medical research company United BioSource in August. Before he joined the firm, he was the former director of Federal Trade Commission&#8217;s Bureau of Competition where he supervised about 25 lawyers who were responsible for probing prospective mergers in the health care, retail, and food and beverage industries. He also worked as the senior litigation counsel of the FTC’s antitrust litigation area.</p>

<p>After over a decade under O&#8217;Neill&#8217;s stewardship, Chadbourne &amp; Parke boasts a wide range of new international offices and clientele.  From Mexico City to Kazakhstan, O&#8217;Neill oversaw growth, often through the absorption of law firms and offices facing internal troubles.  He will remain with the firm as a partner and continue to focus on international expansion</p>

			<content:encoded><![CDATA[<p><a href="http://www.jdjournal.com/wp-content/uploads/2009/02/friedfrank_160x120.jpg"><img class="alignright size-full wp-image-6418" src="http://www.jdjournal.com/wp-content/uploads/2009/02/friedfrank_160x120.jpg" alt="" width="160" height="120" /></a>Mario Mancuso, former US Under Secretary of Commerce for Industry and Security and senior Pentagon official, has joined <a href="http://www.friedfrank.com/">Fried Frank </a>as a partner resident in the firm’s Washington, DC and New York offices.</p>
<p>Mr. Mancuso is a prominent authority on international security matters and the U.S. government&#8217;s regulation of international economic activities particularly with respect to foreign direct investment in the US and US export control laws and regulations. During his tenure in government, he played a leading role in key initiatives including the regulation of foreign direct investment; export controls, economic sanctions and anti-boycott programs; and strategic technology and innovation policy.</p>
<p>Mancuso’s initiatives and responsiblities included serving as a senior-decision-maker in the Committee on Foreign Investment in the United States (CFIUS), helping draft the implementing regulations for the Foreign Investment and National Security Act of 2007 (FINSA), and reviewing more than 200 CFIUS transactions as a regulator. He also developed and implemented the Bureau of Industry and Security&#8217;s (BIS) global export control, anti-boycott policy and enforcement program, and helped develop the international economic sanctions programs.</p>
<p>In the press release at the firm’s site, Valerie Ford Jacob, Fried Frank&#8217;s Chairperson was quoted as saying: &#8220;We are very pleased to welcome Mario to Fried Frank. He will be a tremendous resource for the Firm&#8217;s corporate and investment firm clients, as we help them pursue their international business goals. We have seen a significant increase in cross-border investment activity in the technology, mining, defense and transportation sectors. Mario&#8217;s ability to provide strategic counsel in the area of foreign direct investment and export controls will be of genuine benefit to our clients.”</p>
<p>Mr. Mancuso&#8217;s government experience includes positions as Deputy Assistant Secretary of Defense for Special Operations and Counter Terrorism and as a Special Counsel in the Office of the Secretary of Defense.  A former US Army officer, he is a combat veteran of Operation Iraqi Freedom. Prior to joining the government, Mario spent nearly a decade in the private sector as a corporate lawyer advising clients on international mergers and acquisitions and capital markets transactions. Mr. Mancuso was most recently a partner at another leading international law firm.</p>

The firm will be the anchor tenant and move into the glass office building in early 2011. Currently Fried Frank has offices at 1001 Pennsylvania Ave. The new building was constructed by <a href="http://www.louisdreyfus.com/content.cfm?page=index.cfm&amp;gbus=6">The Louis Dreyfus Property Group</a>. The property posted an asking price per square foot of $52 but it is likely the firm will pay less than that in a final deal. Fried Frank will occupy floors 5 through 8.</p>
<p>Fried Frank is an international law firm founded in the 1890s and based in New York City. The firm has 468 attorneys and offices in Frankfurt, Hong Kong, London, Paris, Shanghai and Washington D.C.</p>

He is planning on focusing on bank law and representing banks and credit unions, as well as companies associated with them.</p>
<p>Hare graduated with his Jurist Doctorate at West Virginia University College of Law and a received a B.S.B.A. in finance from West Virginia University College of Business and Economics, with honors.</p>
<p>DLA Piper has 67 Offices in 29 Countries with 3,500 lawyers spread throughout the UK, US, Europe, Asia, and the Middle East.</p>

The team is led by Richard Morvillo, who had been the chair of Mayer Brown&#8217;s securities enforcement practice group.  Peter White and Pat Conti are also joining as partners, while Jeffrey Robertson and William Mann join as of counsel.</p>
<p>Washington DC is Schulte Roth&#8217;s first domestic expansion (the firm also opened an office in London in 2002).  It was founded in New York in 1969 and there are over 450 attorneys working out of the three offices.</p>

<p>Senior Counsel Michael Bogert is the former counselor to Interior Secretary Dirk Kempthorne. He is also the former Regional Administrator of the EPA&#8217;s Region 10, which oversees Alaska and other northwest states. Bogert is a former counsel to the office of then Governor-Elect Arnold Schwarzenegger, and was Chief Deputy Legal Affairs Secretary to California governor Pete Wilson.</p>
<p>Partner Amy Chasanov is an environmental litigator with extensive experience with NEPA, the Clean Water Act, and the Oil Pollution Act. She has participated in state and federal rule-making and litigation, and advises a range of oil &amp; gas and other clients on environmental compliance.</p>
<p>Partner John C. Martin is the former co-chair of the Patton Boggs Environment Group. He represents clients in complex litigation involving natural resources and environmental issues. Martin was an attorney at DOI and the Department of Justice, where he litigated environmental and natural resources issues.</p>
<p>Partner Susan M. Mathiascheck is a recent deputy chair of the Patton Boggs Litigation Department. She advises clients in complex judicial challenges to agency actions and provides counseling on issues concerning endangered species, emergency response, property use and development, air and water emissions, and hazardous waste.</p>

<p>Summer associates in Washington DC and Virginia have been informed of the deferrals. Other offices have not yet decided about deferrals.</p>

<p>T. Thomas Cottingham III will serve as head of the litigation in Charlotte. He was previously the managing partner of Hunton &amp; Williams&#8217; Charlotte office and head of its securities/financial institutions litigation practice. Cottingham earned his JD <em>cum laude</em> from Cornell Law School.</p>
<p>Nash E. Long III joins in Charlotte. He focuses on complex litigation including arbitration, jury trials, bench trials and class actions related to environmental, business torts, commercial contract, intellectual property, construction, consumer law and product liability disputes. While at Harvard Law School, where Long graduated <em>magna cum laude</em>, he served as research assistant to renowned professor and constitutional law expert Laurence Tribe.</p>
<p>Jack M. Knight Jr. also joins in Charlotte. He concentrates on internal investigations, corporate compliance, commercial litigation, white collar criminal defense of corporations and individuals, Grand Jury investigations and civil litigation, and regularly advises corporations on compliance issues. Knight earned his JD <em>cum laude</em> from the Washington College of Law at American University.</p>
<p>Winston&#8217;s Charlotte office, founded in 2008, has grown from six to 22 attorneys. The firm expects to hire more lawyers in the near future.</p>
<p>John M. Holloway III joins in Washington, DC. He focuses on environmental issues, energy matters, administrative law and commercial transactions particularly in the areas of energy, procurement and construction contracting. Holloway holds a JD <em>cum laude</em> from University of Richmond School of Law.</p>
<p>Winston &amp; Strawn LLP was founded in Chicago in 1853. It employs about 1,000 attorneys among 13 offices in the United States, Europe and Asia.</p>
