<p>Leading global law firm Baker &amp; McKenzie has announced it has entered into an exclusive relationship with leading Turkish law firm Esin Attorney Partnership (Esin Avukatlık Ortaklığı). </p>
<p>The move follows ever increasing client interest and activity in Turkey, which is one of the world’s fastest growing economies. The relationship will also serve to strengthen the firm’s global reach and client offerings.</p>
<p>Eduardo Leite, Chairman of Baker &amp; McKenzie&#8217;s Executive Committee was quoted as saying in a press release at the firm’s site: “Istanbul is an increasingly important hub for global business. By entering into an exclusive arrangement with one of Istanbul&#8217;s leading law firms we are underlining our commitment to being able to serve our clients in those markets in which they are growing their businesses, while strengthening our ability to help Turkish clients take advantage of the opportunities beyond their borders.”</p>
<p>By working in an exclusive consultancy arrangement with Esin Attorney Partnership, clients of Baker &amp; McKenzie will have access to the full-service, international and foreign law advice of the world&#8217;s leading global law firm and the Turkish law counsel of one of the leading law firms in Turkey.</p>
<p>Founded in 1997 by Ismail Esin, Esin has forty lawyers. It was named Legal Adviser of the Year in Turkey at the European M&amp;A Awards 2010 by the Financial Times and MergerMarket and ranked in Tier 1 for M&amp;A in legal directory The Legal 500. Its practices include Corporate and M&amp;A, Real Estate, Dispute Resolution and Competition law.</p>
<p>Koen Vanhaerents, European Chairman and member of the Firm&#8217;s Executive Committee was quoted as saying: “It has become increasingly clear that Turkey is rapidly growing in importance for our clients. This exclusive relationship with Esin Attorney Partnership, provides our clients with access to the very best legal services in Turkey.”</p>
<p>This move follows Baker &amp; McKenzie’s continuing expansion. In May of this year, the firm opened an office in Qatar, in October 2010, in Luxembourg in and in 2009, in Abu Dhabi.</p>
<p>According to the October 27th article at amlawdaily.com, “Baker Moves Into Turkish Market by Teaming With Istanbul Firm”, several other prominent law firms have opened offices in Turkey, including  Clifford Chance, DLA Piper, White &amp; Case, and Chadbourne &amp; Parke.</p>
<p>Also according to the article, Bloomberg reported the Turkish economy grew 8.8 percent in the second quarter of 2011; that is over four times the rate of the euro zone. Bloomberg also reported the Turkish deal market is far outpacing that of the emerging markets.</p>
<p>Founded in 1949 in Chicago, Baker &amp; McKenzie has over 3,800 lawyers in almost 70 offices in 41 different countries. The firm has more leading lawyers in more countries in the Chambers Global Directory than any other global Top 20 law firm. <p>He returns to the firm to head its White Collar Defense and Special Litigation and Investigations Group. He previously held this position from 2003 to 2007 at Chadbourne, and held the same position at <a href="http://mwe.com/">McDermott Will &amp; Emery’s </a>D.C. Office for the last several years.</p>
<p>As one of the nation&#8217;s leading white collar defense and trial attorneys, Lowell has an impressive track record of successfully representing companies and individuals in complex investigations, criminal and civil trials, appeals, and congressional and agency investigations all over the United States.</p>
<p>His talents and accomplishments are many, and have been recognized by news organizations and publications, including The National Law Journal, The Washingtonian, which has named him one of its top attorneys every year since 1986 when it first conducted this survey; Chambers; and Legal Times, which recognized him as one of the best white collar lawyers in Washington.</p>
<p>Andrew A. <p>Mr. Lowell has successfully tried dozens of high profile criminal and civil jury cases throughout the country. The criminal cases involved charges of public corruption, securities fraud, bank fraud, bankruptcy fraud, mail and wire fraud, election law violations, conspiracy and money laundering. His civil cases included claims of breach of contract and fiduciary duty, unfair trade and business practices, employment discrimination and civil rights violations, securities fraud, negligence, and civil RICO claims.</p>
<p>In addition to his representation of private clients, Mr. Lowell was appointed Chief Investigative Minority Counsel to the U.S. House of Representatives for the Impeachment of President Clinton; Special Counselor to the U.N. High Commissioner for Human Rights in Geneva; and Special Counsel to the U.S. House of Representatives Ethics Committee. Prior to entering private practice, he held various positions in the Department of Justice including Special Assistant to the U.S. Attorney General and Special Assistant U.S. Attorney in Washington, D.C.</p>
<p>Lowell also teaches criminal procedure, evidence, and trial practice at Columbia Law School and Georgetown Law School and has contributed numerous articles to law reviews, legal newspapers and daily newspapers.</p>

<p>After over a decade under O&#8217;Neill&#8217;s stewardship, Chadbourne &amp; Parke boasts a wide range of new international offices and clientele.  From Mexico City to Kazakhstan, O&#8217;Neill oversaw growth, often through the absorption of law firms and offices facing internal troubles.  He will remain with the firm as a partner and continue to focus on international expansion</p>

<p>Nash, a former partner at Chadbourne &amp; Parke in London, represents public and private entities involved in major energy, infrastructure, transportation, and water projects in the Middle East, North Africa, Asia, and Europe. He has advised on several award-winning project finance transactions in the infrastructure sector including independent power and water projects in Abu Dhabi, Saudi Arabia, Oman, Bahrain, and Jordan. Jon is also well known for his work on construction matters. He was recognized this year by Chambers UK as a leading lawyer for project finance and energy. He is also named in the current edition of Legal Media Group&#8217;s (Euromoney) Guide to the World&#8217;s Leading Project Finance Lawyers.</p>
<p>In the press release at the firm’s site, Lewis Jones, managing partner of V&amp;E’s UAE offices was quoted as saying: “We are thrilled to add Jon to our Abu Dhabi office and further expand our regional energy and projects practice. The power, water, and infrastructure sectors will continue to see a very significant amount of activity in the coming years and we want to provide the best possible offering to our clients. Jon brings incredible depth of experience in these areas.”</p>
<p>Jon becomes the fourth partner in V&amp;E’s Abu Dhabi office and the eighth in the UAE, further strengthening the firm’s deep bench in the market.</p>
<p>Since September, V&amp;E has hired six new associates in Abu Dhabi and Dubai, in addition to Nash. They include Fahad Bakheet AlMalki, Owen Delaney and Ziad Saad, who joined in Abu Dhabi, while Emile Boulos, William Page and Carlo Pianese are located in Dubai.</p>

<p>Most recently, Mr. Krol was a partner at CMS Cameron McKenna, where he served as head of the banking and finance department. Previously, he led the structured finance department at White &amp; Case.</p>
<p>Mr. Krol advises clients on a broad scope of banking and finance transactions, including project financing, real estate investments, and syndicated loans. He has extensive experience advising on real estate finance projects involving hotels, office buildings and commercial and recreational centers.</p>
<p>Previously, Mr. Krol worked for the Polish government in the legal department of the Ministry of Foreign Economic Cooperation, the Ministry of Foreign Trade and the Ministry of Foreign Affairs. He also served at KPMG Poland and as legal director in a major Polish bank. There he advised on the formation of bank syndicates financing some of the largest investment projects in Poland.</p>

O&#8217;Neill was quoted as saying: “Marek&#8217;s inside knowledge of the Polish banking system, as well as his project finance experience, make him an excellent fit for Chadbourne. Scott Peeler and Jeffrey Wasserman as partners in the New York office.</p>
<p>Mr. Peeler, 39, was formerly a partner at Arent Fox and Mr. Wasserman, 36, was most recently a partner at Bracewell &amp; Giuliani, both in New York.</p>
<p>Mr. Peeler focuses his practice on white collar litigation and government investigations, including health care fraud and abuse, money laundering, securities and tax violations. He also regularly advises clients on compliance with the Foreign Corrupt Practices Act and other anti-corruption laws.</p>
<p>Mr. Wasserman returns to Chadbourne, where he previously served as an associate. He focuses his practice on complex commercial litigation, concentrating on cross-border disputes and other transactions.</p>
<p>According to the press release at the firm’s website, Chadbourne Managing Partner Charles K. O&#8217;Neill was quoted as saying: &#8220;We are very pleased to welcome Jeff back to Chadbourne. He and Scott bring a wealth of litigation experience and knowledge to the firm. Lawson has joined the firm as a partner.</p>
<p>Most recently, she was international counsel with Debevoise &amp; Plimpton LLP in London.</p>
<p>Ms. Lawson&#8217;s practice includes advising clients on corporate governance and risk management. She also frequently guides international clients in establishing and following best practices for risk governance across jurisdictions and advises companies and directors on risk committee functions. In addition, she counsels public and private organizations on liability, indemnification and insurance issues relating to officers and boards of directors.</p>
<p>Ms. Lawson has 23 years of experience in the insurance and risk management industry, and is  a frequent lecturer and author on management liability and insurance topics. She has worked for 14 years as a lawyer advising boards and companies on risk issues and previously spent nine years on the business side in claims and underwriting.</p>

Morgan has joined its Moscow office as partner. His addition will expand the firm&#8217;s capital markets practice in Russia and Central and Eastern Europe.</p>
<p>Most recently, Mr. Morgan was a partner with White &amp; Case, where he served as head of the Central and Eastern European capital markets practice, head of the Moscow bank finance and capital markets groups and co-head of the Central and Eastern European banking and finance practice.</p>
<p>Mr. Morgan has nearly twenty years of experience counseling clients in the structured finance, securitization, restructuring and capital markets sectors. He has worked on some of the most innovative public securitizations by commercial bank originators in Russia, Kazakhstan, Ukraine and Turkey.</p>

Anderson, a founding partner of <a href="http://www.andersonkill.com">Anderson Kill &amp; Olick</a>, died from pneumonia Friday at New York Presbyterian Hospital. He was 82.</p>
<p>Considered a leader in insurance coverage law, Anderson was once described by BusinessWeek as “the dean of policyholder’s attorneys,” the New York Law Journal reports. According to an internal letter from Anderson Kill managing partner Robert M. Horkovich, Anderson had been hospitalized for some time because of a rare form of double pneumonia.</p>
<p>&#8220;We are deeply saddened by the loss of a mentor whose boundless energy, creativity, tenacity and zeal on behalf of policyholders has inspired those of us now working at Anderson Kill, as well as hundreds of attorneys in practice throughout the nation,&#8221; Horkovich said.</p>
<p>Anderson founded Anderson Kill &amp; Olick in Manhattan in 1969. He earned his J.D. from Harvard Law and then joined <a href="http://www.chadbourne.com">Chadbourne &amp; Parke</a>, where he eventually made partner. He also served as an assistant U.S. attorney in the 1960’s prior to founding Anderson Kill.</p>
<p>Funeral services are scheduled for 4 p.m. today at the Frank E. Campbell Funeral Chapel, 1076 Madison Ave. at 81st Street.</p>

			<content:encoded><![CDATA[<p><a href="http://www.jdjournal.com/wp-content/uploads/2008/12/cliffordchance_160x120.jpg"><img class="alignright size-full wp-image-1347" src="http://www.jdjournal.com/wp-content/uploads/2008/12/cliffordchance_160x120.jpg" alt="Clifford Chance" width="160" height="120" /></a>India’s ban on foreign lawyers practicing, let alone, opening an office, in that country has been a frequent item in the news lately.  In a December ruling, the ban was upheld by a Bombay High Court, prohibiting such firms as <a href="http://www.chadbourne.com">Chadbourne Park</a> and <a href="http://www.whitecase.com">White and Case</a> from obtaining the licenses necessary for opening up shop.  The ban, however, is not a deterrent to global powerhouse <a href="http://www.cliffordchance.com">Clifford Chance</a>.</p>
<p>According to <a href="http://www.businessweek.com/news/2010-07-30/clifford-chance-s-stuart-popham-sees-offices-in-india-by-2012.html">Bloomberg Businessweek</a>, the firm expects with some confidence to have an office in Bombay by as soon as late 2012.  By then, Clifford, as well as number of other firms, hope that the ban will have been lifted.  For now, another suit is scheduled to be heard next week that will address whether foreign lawyers are even allowed to give clients advice in India at all.  The case is expected to end up before the country’s Supreme Court as India’s government continues feel pressure from such fronts as the British banking lobby.</p>

<p>To man the new office, Chadbourne has brought in Charles Johnson as partner.  Mr. Johnson, who has worked in Brazil for the last eight years, is an expert in structured finance transactions both in Brazil and throughout Latin America.  He is joined by Daniel Spence, also a new hire, and Felipe Carazzo from Chadbourne’s New York office.  Mr Spence’s practice focuses on cross border finance and other trade and securitization transcaction.  Mr. Corazzo’s involves corporate mergers and finance, and international transactions.</p>

Feulner has rejoined the firm as senior counsel in the Dubai office. Feulner headed the firm&#8217;s former Abu Dhabi office from 1984 to 1990.</p>
<p>Feulner also worked for Chadbourne in New York, Washington, Saudi Arabia, and Dubai/Sharjah before moving to Abu Dhabi. More recently, Feulner served for more than 18 years as general counsel of SHUAA Capital psc, a Dubai-based investment bank.</p>
<p>A veteran practitioner in the United Arab Emirates, his experience includes extensive international transactional and financial services work, such as private equity, mutual funds, public offerings and securities brokerage, as well as regulatory, banking, litigation, bankruptcy, employment and general corporate law.</p>
<p>&#8220;We are pleased to welcome Gary back to the firm,&#8221; said Chadbourne Managing Partner Charles K. O&#8217;Neill. &#8220;He knows the UAE legal market inside and out and his return will benefit our clients, especially those in the capital markets and private equity fields.&#8221;</p>
<p>Chadbourne returned to the UAE in 2007 making more readily available to clients in the Middle East the firm&#8217;s strong practices in energy, project finance and cross-border acquisitions. The head of the Dubai office, Daniel J. Greenwald, has known and worked with Feulner for over 30 years and was earlier responsible for recruiting him as general counsel at SHUAA Capital.</p>
<p>&#8220;I am extremely happy to have Gary back at Chadbourne,&#8221; said Greenwald. &#8220;We will benefit from his broad general experience and insight into local and regional legal and regulatory issues, and from his in-house perspective. More specifically, he strengthens our capital markets and private equity experience in the region, as well as our overall corporate know-how.&#8221;</p>

<p>Former <a href="http://www.ge.com">General Electric</a> IP executive Stephen Manetta, the driving force behind GE’s oil and gas IP technology strategies, will join the firm.  He has over 15 years of experience in the IP field and is a former partner of Morgan Finnegan.</p>
<p>With the addition of Manetta, Rajappan (&#8220;BG&#8221;) Balagopal comes to the firm&#8217;s Los Angeles office as a Senior IP Strategist.  Prior to joining the firm, Balagopal served as <a href="http://www.corporate.disney.go.com">Walt Disney Company</a>’s VP of Tech IP Management.</p>

Nor does the firm&#8217;s plan to move on in its summer program recruiting. The <em>New York Law Journal </em>spoke with four of those involved as well as the firm’s head of recruiting to provide more insight into the move.</p>
<p>According to the report, <a href="http://www.arentfox.com">Arent Fox</a> and <a href="http://www.winstead.com">Winstead </a>are the only other biglaw firms known to have rescinded offers to deferred associates of 2009. Yet Scott Berson, a partner and the firm’s head of recruiting, said that while the business decision “was not something we took lightly at all…we really don’t think we’re standing out in any particular way.</p>
<p>&#8220;We handled an issue every New York law firm was handling, and we felt this was the most equitable way to do it given the firm&#8217;s circumstances and students&#8217; circumstances, both of which were taken into account,&#8221; Berson told <em>NYLJ</em>.</p>
<p>The firm said it will be back recruiting on law school campuses in August, but at least one of the deferred associates finds that particularly unfair.</p>
<p>“I would hope that if they were going to end our relationship they would have looked to end their future classes,” the lawyer said.</p>
<p>The firm&#8217;s reasoning, according to Berson, is not having a summer program would potentially hurt the firm’s law-school pipeline.</p>
<p>&#8220;We thought not having a summer program or drastically reducing a summer program would send the wrong message, because we&#8217;re very optimistic about our future,&#8221; Berson said. &#8220;We don&#8217;t want to cut ties with other law schools or at least leave the impression with law schools we&#8217;re drastically changing our policies about recruiting.&#8221;</p>
<p>Citing a report by the National Association for Law Placement, the <em>NYLJ </em>reports a total of 2,400 law school graduates were deferred last year when in the midst of the recession</p>

<p>In a statement provided to Above the Law, the firm said it is unable to expand its first-year class even with the brightening economic outlook.</p>
<p>“Despite improving economic conditions generally and at Chadbourne, our most recent near-term projections led us to conclude that we could not justify increasing the first-year class beyond its current size and that there would be no positions available for the 11 deferred individuals,” the firm said.</p>
<p>According to the report, the deferred associates have already received stipend payments of $73,000 from the firm.</p>
<p>New York’s Chadbourne &amp; Parke LLP, founded in 1902 by Thomas L. Chadbourne, employs 400 lawyers and tax advisers in 13 offices in nine countries. <p>According to a firm press release, Cross focuses his practice on transnational business disputes, energy and financial services litigation and government investigations. Pieper’s practice includes complex international dispute resolution with a particular emphasis on Latin American and European parties. 			<content:encoded><![CDATA[<p><a href="http://www.jdjournal.com/wp-content/uploads/2009/01/doj2_160x120.jpg"><img class="alignright size-full wp-image-2798" src="http://www.jdjournal.com/wp-content/uploads/2009/01/doj2_160x120.jpg" alt="" width="160" height="120" /></a>The Justice Department has filed a lawsuit against 18 attorneys, law firms and companies, seeking repayment for payments made on behalf of 907 Medicare beneficiaries who were part of the massive agreement.</p>
<p>The federal government is seeking Medicare reimbursements from lawyers, manufacturers and insurers, including Travelers Cos., that were involved in a $300 million settlement over widespread Polychlorinated biphenyls (PCB) contamination in Anniston, Alabama, where the chemical was manufactured for decades prior to its ban in 1979.</p>
<p>Charles Miller, Justice Department spokesman, declined comment on Monday about whether the government had determined what amount of money was at stake. &#8220;The complaint speaks for itself,&#8221; he said.</p>
<p>Defendants say they don’t feel they should have to pay the money, as they contend the claims are too old for court consideration. In addition, the government hasn’t identified which Anniston-area residents had their bills paid by Medicare.</p>
<p>The government lawsuit involves a $300 million portion of the settlement that included about 3,500 people who live in and around Anniston.</p>
<p>Of the $300 million, $129 million went to lawyers and $171 million went to plaintiffs, the lawsuit said.</p>
<p>Chadbourne &amp; Parke, a New York based law firm which isn&#8217;t involved in the case, said in an alert to clients the lawsuit provides &#8220;valuable insight&#8221; about how the government plans to enforce a law governing Medicare secondary payers.</p>
<p>If the government wins, insurance carriers could be forced to pay double for such settlements going back as far as six years, the firm&#8217;s analysis said.</p>

			<content:encoded><![CDATA[<p><a href="http://www.jdjournal.com/wp-content/uploads/2009/01/chadbourne_160x120.jpg"><img class="alignright size-medium wp-image-3397" title="chadbourne_160x120" src="http://www.jdjournal.com/wp-content/uploads/2009/01/chadbourne_160x120.jpg" alt="" width="160" height="120" /></a><a href="http://www.chadbourne.com/">Chadbourne &amp; Parke</a> recently established a “next-generation vehicle” practice group that will deal with cars, transportation and alternative technologies that falls outside the traditional gasoline driven model. Chadbourne partner Kenneth Hansen believes that while other firms have focused on emerging technology and “green” technology he didn’t know of any devoted specifically to next-generation vehicles. The focus will primarily be on electric cars.</p>
<p>The practice brings together a dozen attorneys with expertise in raising capital, obtaining government loans, intellectual property and taxation. The group will be a “one stop shop” for clients in the alternative vehicle industry and will include manufacturers, suppliers, government agencies and lenders. The practice will be led by project finance partner Chaim Wachsberger and former New York Governor George Pataki.</p>
