Highly Regarded Litigator and Advisor Elizabeth P. Papez Joins Winston & Strawn

Highly regarded litigator and advisor, Elizabeth P. Papez, will join Winston & Strawn as a partner, the firm announced today.

Papez recently served as Deputy Assistant Attorney General in the U.S. Justice Department’s Office of Legal Counsel and as law clerk to U.S. Supreme Court Justice Clarence Thomas. She was also a former appellate and commercial litigation partner at Kirkland & Ellis LLP, and is experienced in Executive Branch and private practice. Additionally, her perspective on the judiciary and top-level appellate work is rare.

As Deputy Assistant Attorney General from 2007 to 2009, Papez advised senior officials at the White House and Executive Branch agencies on a wide range of legislative, regulatory, and enforcement matters concerning financial regulation, national security, intellectual property, and other areas now governed by, among other things, the recently-amended False Claims Act (FCA), the Dodd-Frank Wall Street Financial Reform Act, the Patient Protection & Affordable Care Act (PPACA or Health Reform Bill), and the Foreign Investment & National Security Act (FINSA). She also testified and briefed members of Congress on matters concerning pharmaceutical and intellectual property regulation, government contracting, and whistleblower rights, and represented the United States in several federal appeals before working on a wide range of current legal issues and trends at the Supreme Court.

As a litigator at Kirkland from 2000 to 2007, Papez represented corporate clients in appellate, commercial, and regulatory matters involving federal and state constitutional questions, complex commercial and procedural issues, antitrust, securities, and bankruptcy-related disputes, corporate and consumer fraud, contract, and product claims, and trade and telecommunications regulation. Prior to entering private practice, Papez served as a research analyst in the National Security and International Affairs Division of the White House Office of Science and Technology Policy and as law clerk to the Honorable Danny J. Boggs on the U.S. Court of Appeals for the Sixth Circuit.

Papez earned her J.D. from Harvard Law School, where she was editor of the Harvard Law Review and articles and symposium editor of the Harvard Journal of Law & Technology. She earned a B.S., summa cum laude, from Cornell University.

Detroit Lawyers Found Muslim Law Firm

Three Detroit lawyers have founded Hafeez & Youssef, a new firm to serve the city’s Muslim community.

Managing Partner Tariq Hafeez was previously at Dickinson Wright, handling business law and real estate. He was also an Assistant Attorney General for the State of Michigan. His JD is from the University of Michigan.

Managing Partner Mona Youssef is a certified civil mediator, and was was an Assistant State Attorney General; she also got her JD at Michigan.

Chris Crawford joins as Of Counsel, handling civil litigation in the areas of insurance defense, insurance coverage, personal injury, family law and appellate practice. His JD is from New York Law School.

The firm has locations in Ann Arbor and Northville.

Arnstein & Lehr Adds Lawyers in Chicago

Arnstein & Lehr has brought on two associates in Chicago.

Louis J. Gale will focus on construction litigation. He was an assistant attorney general in the Office of the Illinois Attorney General, in the Consumer Fraud Bureau. His JD is from the University of Illinois College of Law.

Robert A. McKenzie joins from Lavelle Law, and will focus his practice on business, creditor’s rights, litigation and aviation. At Lavelle he founded and managed the aviation law group. His JD is from the Chicago-Kent College of Law.

Seyfarth Shaw Brings on Team from Alston & Bird

Chicago-based Seyfarth Shaw, which in May laid off 50 people and reduced salaries, has brought on a new team of corporate and technology partners from Alston & Bird.

Robert C. Reynolds, Jr. is an outsourcing lawyer who co-founded Alston & Bird’s energy infrastructure team. He received his JD from the Vanderbilt University Law School, where he was an editor of the Vanderbilt Law Review and elected to the Order of the Coif. He is admitted to practice law in Georgia, Maryland and the District of Columbia. He will work from both Atlanta and Seyfarth’s Washington DC office.

Shawn K. Baldwin, who joins in Atlanta, focuses on strategic corporate transactions. He got his JD from the University of Pennsylvania Law School. He is admitted to the Georgia Bar.

S. Joel Cartee, who also joins in Atlanta, handles complex global transactions and matters relayed to the Kyoto Protocol. He is a Special Assistant Attorney General for the State of Georgia. He received his JD from the University of Alabama School of Law. He is admitted to practice law in Georgia.

Former DOJ Anti-Trust Czar Returns to Covington & Burling

Thomas Barnett, former head of the Justice Department’s antitrust division, will return to Covington & Burling next week to head its global anti-trust and competition practice.

Barnett led the antitrust division for three years, working on matters like the Delta-Northwest merger and Google’s ill-fated joint advertising agreement with Yahoo. Barnett resigned in mid-November.

Barnett first joined Covington in 1990. He spent 14 years at the firm, rising to become one of several vice chairs in its antitrust group.

In April 2004, Barnett left Covington to become deputy assistant attorney general for antitrust. He was elevated to acting assistant attorney general in June 2005, and was confirmed by the Senate to permanently fill the role in February 2006.

Under Barnett’s watch, the antitrust division secured more than $2 billion in criminal fines against 50 corporations and 91 individuals. That includes one of the largest antitrust settlements in US history, when Barnett’s division extracted $504 million from four international airlines to settle air cargo price-fixing charges.

Washington, DC’s Covington had gross revenues of $467 million and profits per equity partner of $1.175 million in 2007.
