Penn Law Appoints Professor Theodore Ruger as New Dean

Summary: The University of Pennsylvania Law School has appointed professor Theodore Ruger as its new dean, effective July 1. 

Effective July 1, law professor Theodore Ruger will become dean of the University of Pennsylvania Law School.

Ruger has been teaching law at the school since 2004, according to Philly.com. He teaches health-related law and regulation as well as constitutional law.

Ruger will succeed Michael A. Fitts, who left this past July to take the president job at Tulane University.

The interim dean is Wendell Pritchett, who will remain a professor at both the law school and the Graduate School of Education.

Pritchett previously taught at Penn Law from 2001 to 2009. He left in 2009 to take the chancellor job at Rutgers-Camden and returns to Penn Law in July.



Ruger has been serving as deputy dean of Penn Law since 2013 and is a graduate of Harvard Law School.

“Ted is a superb scholar and teacher of constitutional law and health law,” Penn president Amy Gutmann said in announcing the appointment. “He is also a proven leader with a deep commitment to Penn Law’s distinctive multidisciplinary mission. He has a passion for helping students succeed and is someone who will work collaboratively with the faculty to ensure that Penn Law continues to stand as one of America’s preeminent law schools.”

Ruger has worked as a coauthor of the law school’s diversity action plan and served on the faculty appointment committee at the law school. He is working right now as the law school’s diversity action officer.

“Penn Law today is as strong as it has ever been, and no law school in the country is better poised to thrive in the years ahead,” Ruger said. “I look forward to working with all members of the Penn Law community, and with colleagues across the university and in the profession, to build on our strengths and reach new levels of success.”

Ruger served as an associate professor at Washington University Law School for three years prior to coming to Penn Law.

He has practiced at two law firms, Williams & Connolly and Ropes & Gray. He also clerked for U.S. Supreme Court Justice Stephen G. Breyer and for U.S. Court of Appeals Judge Michael Boudin.
