The war on drugs puts people in jail according to the nature of their their interaction with a criminal community, not the color of their skin. Povery is a factor. So is lack of education. However, neither of these social circumstances is caused by drug addicition, per se. Dare I say it? The communities most negativley impacted by the war on drugs are also the most likely to remove themselves from the battlefield. Where are the fathers? Where are the intact families? Where are the legions of minority citizens who do not succumb to dope when it comes to helping their brothers and sisters? Who is trying to “get” minorities?
