An upstate New York SPCA has worked out a unique deal with the local law enforcement. With support of a rarely enforced law, SPCA lawyer Matthew Tully is allowed special deputy privileges as a peace officer. Under the agreement the SPCA and the police department split ticket revenue relating to animal cruelty.
